Every facilities professional knows that purely reactive maintenance is financially unsustainable; emergency callout premiums, out-of-hours labour rates, and expedited parts shipping cost significantly more than planned servicing. However, an equally common yet rarely discussed financial trap is over-servicing: applying exhaustive monthly preventative maintenance to non-critical, easily replaceable assets.

The risk-criticality framework

To optimise maintenance spend, building assets should be classified into three operational tiers:

  • Tier 1: High Criticality / Statutory (Intensive PPM): Plant whose failure threatens life safety, violates UK law, or halts core business operations (fire systems, main chillers, passenger lifts). Must receive rigorous scheduled maintenance.
  • Tier 2: Medium Criticality (Balanced PPM / Condition-Led): Equipment where failure causes inconvenience or localized discomfort (extract fans, standard split AC units, secondary circulation pumps). Service semi-annually or trigger via basic sensor thresholds.
  • Tier 3: Low Criticality (Run-to-Failure / Minimal Care): Non-critical assets with minimal replacement cost and zero safety impact (small desk fans, standard internal door closers, non-emergency domestic lighting). Replace reactively upon failure.
